## Notes from 28 October 2025 [[2025-10-27|← Previous note]] ┃ [[2025-10-29|Next note →]] I was led to this topic through a google alerts I have set up on government reform, which pointed me to an article by **[[Tricia Yeoh]]** about a new law in Malaysia called the **[Government Service Efficiency Commitment Act 2025](https://fulcrum.sg/increasing-government-efficiency-in-malaysia-through-a-new-act/)** (also referred to as the _Iltizam Act_). According to Yeoh’s piece, the Act was passed earlier this year to _“enhance the quality, efficiency and effectiveness of the government service”_ by streamlining bureaucracy, reducing regulatory burden and introducing service performance ratings for government entities. The Act also establishes the **Public Service Performance Index (I-PPA)** as the official tool for measuring and monitoring service delivery, tying organizational performance to broader public service reform efforts. From what I have read, Iltizam is linked to existing initiatives such as the **Public Service Remuneration System (SSPA)** and its individual appraisal component, **[MyPERFORMANCE](https://ecentral.my/myperformance/)**, which evaluates civil servants based on KPIs, competencies and behavioural criteria.
