# Cabinet of Bureaucratic Wonders _(Wunderkabinett der Bürokratie)_ This note is a growing collection of of bureaucratic creativity and contradiction: real-life public institutions, agencies and government programs from around the world — whether poetic, puzzling, brilliant or just bizarre. Inspired by the beautiful 2022 art project by the Brazilian National School of Public Administration, which presented a [Cabinet of Bureaucratic Wonders](https://repositorio.enap.gov.br/bitstream/1/7449/1/cbw_zine.pdf). ## Entries ### Oficina de Protección de la Calidad del Cielo del Norte de Chile (OPCC) Founded in 2000, the [OPCC](http://www.opcc.cl/index.html) (Office for the Protection of the Quality of the Northern Chilean Sky) works to prevent light pollution in northern Chile, ensuring optimal conditions for astronomical observations (btw at the end of the decade, Chile will concentrate over 60% of the world's astronomical observation capacity). ### Instituto para Devolver al Pueblo lo Robado (INDEP) Established in Mexico in 2019, [INDEP](https://www.gob.mx/indep) (Institute to Return Stolen Goods to the People) is responsible for managing and selling assets seized from criminal activities or acquired through corruption, with proceeds directed toward social programs. However, the institute has faced allegations of corruption (of course) since its inception. ​ ### [[Commission Nationale du Débat Public (CNDP)]] Created in France in 1995, the [CNDP](https://www.debatpublic.fr/) (National Commission for Public Debate) is a legally autonomous agency dedicated to ensuring democratic participation in large infrastructure projects. It mandates public debates for projects with budgets over €500 million and has pioneered methodologies for inclusive and time-bound consultations, with strict six-month deadlines. Its mission is to balance efficiency and public voice. The CNDP's ability to reduce litigation while defusing [[Not In My Back Yard (NIMBY)|NIMBY]] opposition makes it a compelling model for reconciling agility and participation in public administration. ^CNDP ### Coalition for Epidemic Preparedness Innovations (CEPI) Founded in 2017, [CEPI](https://cepi.net)is a multilateral initiative that unites governments from both the Global North and South in an effort to anticipate and respond to future pandemics. It aims to develop vaccines for emerging pathogens within **100 days**, combining scientific foresight, technological infrastructure, and global coordination. Even before COVID-19, CEPI had already begun preparations for the hypothetical but dreaded “Disease X” - a placeholder name for an unknown virus with the potential to trigger a global health crisis. ^CEPI
