Today I [learned](https://hanoitimes.vn/hanoi-s-talent-policy-signals-bold-institutional-shift-toward-trust-based-public-governance.975651.html) that the Hanoi Municipal Government created a talent attraction model that combines upfront six-figure signing bonuses (up to $204k) with flexible high-salary contracts (up to $10k/month) for strategic government positions in priority sectors like digital transformation, urban planning, and health—all tied to retention requirements and performance outputs. By the way, failing to support civil service reform appears to be considered a [spiritual offense in Nigeria now](https://www.msn.com/en-xl/africa/nigeria/fct-islamic-cleric-harps-on-civil-service-reform/ar-AA1H9b0h?apiversion=v2&domshim=1&noservercache=1&noservertelemetry=1&batchservertelemetry=1&renderwebcomponents=1&wcseo=1). During the 2025 Civil Service Week in Abuja, Imam Khalid Abubakar Aliyu of the National Mosque turned bureaucratic integrity into a religious duty. He warned officials that, as the "face of government", they must be transparent and avoid "ill-gotten wealth", because doing otherwise is essentially a betrayal of trust. Special prayers were offered at the mosque, including ones for digitalization and the new FCSSIP ([Federal Civil Service Strategy and Implementation Plan](https://seamlesshr.com/blog/fcssip25-nigerias-federal-civil-service-strategy-explained/)) reform plan. It’s a bold strategy... when standard HR policies don't work, divine intervention is brought in to speed up the paperwork! Basically, if you’re obstructing the system, you're not just a bad clerk... you're haram! Inshallah
