The argument that "missions" turned into slogans, spread resources too thin, and overlooked the realities of governance is convincing. However, it leaves the central question open: If not missions, then what? I worry that we may treat "what comes next" as the responsibility of one author or organization when it is actually a collective task for a wider community of practice, including academics, officials, delivery teams, and policy institutions. This community must build a shared vocabulary, test frameworks against constraints, and discard what doesn't work.... The next operating model won't appear as a finished design. It will require sustained work across epistemic communities to transform critique into a few practical alternatives that governments can implement.
