### Inspiration and definition
The EU-PALP) is a flagship executive initiative designed to develop leadership across the European Administrative Space. Developed under DG REFORM, the program targets senior civil servants from **Bulgaria, Croatia, Greece, Latvia, Poland, and Romania**, equipping them to navigate modern challenges like digitalization, sustainability, and crisis management.
By blending residential sessions in **Florence** with online modules and study visits, the program focuses on three critical dimensions: the **individual** (emotional intelligence), the **team** (change management), and the **organization** (strategic design). This multi-country approach is directly inspired by the [Synergia project](https://synergia.ksap.gov.pl/) , originally led by Poland’s [Lech Kaczyński National School of Public Administration (KSAP)(https://ksap.gov.pl/ksap/en)], which established the blueprint for transnational cooperation among public managers.
