Drawing from her experience as a federal data scientist, Haddad describes how return-to-office mandates, a lack of workplace support, and widespread dismissals are pushing skilled professionals out of government roles despite continued bipartisan interest in attracting tech talent.

The report offers suggestions such as more accurate job titles and improved hiring processes. Haddad acknowledges the validity of these suggestions but notes that they are now overshadowed by the urgent challenge of weakening civil service structures that make public tech careers viable.
