The course builds on insights from positive psychology and positive organizational scholarship. Using appreciative inquiry, students explore what already works well in public bureaucracies and how positive change can be initiated and implemented. **[[2025-04-07]]**: Professor Mergel is a founding member of the international initiative "[Teaching Public Service in the Digital Age](https://www.teachingpublicservice.digital/)", which aims to integrate digital literacy into the teaching and training of civil servants.
